자녀 영주권 신청시 right to remove child 이쪽에 있는 내용이 잘 이해가 안가서 도움 부탁드려요

안녕하세요.
전 영주권자이고 자녀영주권 신청은 몇개월전 했어요. 이민성에서 레터가 왔는데 내용이 잘 이해가 안가서 가르쳐주실분이 계실듯 해여 내용남겨봐요.
As your partner is currently not a NZ resident visa holder, we require evidence that you have the right to remove your child from her country of residence, please provide following:
A written statement confirmed by both you and your partner, stating that you have no obligation for your daughter to live permanently in NZ in the event that her residence application is approved.
제가 한국에서 자녀를 remove 할수 있다는 증거로 written statement 를 제출해야하는데 왜 뉴질랜드에 영구영주를 하게 할 의무가 없다는 건지가 잘 이해가 안가서요 ㅜㅜ 그래도 이해를 하고 statement 를 만들어야하지 않을까 해서 아시는 분께 도움 부탁드리며 미리 감사드립니다
