방문 비자로 뉴질랜드에 와서 구매를 하거나 교육등의 서비스를 받을 때 내는 모든 GST는 환급이 가능한가요?

비지니스에서 gst환급을 잘못이해하신것같아서 설명붙입니다...상품과서비스에관한세금...한국말로 부가세로 설명되는 세금..간접세죠.
님께서 내신 부분에관한 환급은 .....당연한가격을지불하신것이구요.
장사하시는분들의 환급은....결국그분들이내는세금은 다른사람의 세금을 대신내주는 부분에대한 소급된부분을 줄여주는겁니다.
정상적으로 장사를하신분이매출액100블을 올랏다면 15불은 부과세대상입니다. 그중물건을구매하고..재료준비를하면서 세액으로5불을이미지불한셈이오서 세금신소시 영수증을근거로한 기지불 5불을제외한 10불을 신고한거죠. 이해가되셧기를
