정확한 정보가 많은 분들에게 전달되지 않는 것 같아서 정보차원에서 올려봅니다. 도움이 되길 바랍니다.
우선 watercare svcs ltd.로 부터 받은 내역서를 보면 2가지로 나뉩니다. 첫째는 본인이 한달동안 사용한 물의 양에 대한 charge이고, 둘째는 그 집의 water meter기에 할당된 charge입니다. 전자의 경우는 water volumetric charges/wasterwater volumetric charges 항목이며 후자의 경우는 fixed charge에 해당됩니다. 자가의 경우엔 본인이 모든 물세를 내면 되지만 렌트의 경우엔 고지서가 집주인에게 발송되고 집주인은 세입자에게 전자에 해당되는 부분(실제사용량과 관련된)을 받아서 납부하면 됩니다. 아래에 첨부된 편지는 watercare로 부터 직접받은 이메일이며 결론 부분이 제일 중요하니 참조하시기 바랍니다. 즉 세입자가 없더라도 집주인은 fixed charge를 내야 합니다.

Please be advised that Watercare’s new tariffs and charges for domestic customers with a water meter are made up of both volumetric and fixed charges.
The charges on your account consist of a volumetric water charge of $1.343 per 1000 litres, a fixed annual wastewater charge of $190, and provided that Watercare is your only supplier of water, example no bore or water tank supplying your property, then your wastewater volumetric charge of $2.281 per 1000 litres will be based on 78.5% of your water used.
Therefore (provided that the property is a domestic property with a water meter), if no water is being used you will still receive monthly invoices for the fixed charge.

맞습니다. Watercare에서는 정확하게 누가 내야 한다는 언급은 없이 애매하게 집주인이 모든 책임을 져야한다고 명시하고 있습니다. 그러나 여기서 제가 강조하고자 했던 것은 fixed charge라는 건 세입자에게 부담되는 금액은 아니라는 것입니다. 그래서 합리적으로 봤을때 사용한 물의 양에 대한 charge는 세입자가 내고 meter기에 charge된 금액은 집주인이 내야한다고 생각하는 것입니다.

Payment responsibility for water usage differs depending on whether the property is tenanted or owner-occupied.
Owner-occupiers
When you own and occupy a residential property, you are responsible for all service and usage charges. To read more about charges, please see our water and wastewater charges page. However, if the property is a separately metered rental property, you would be classified as a landlord (see below).
Property owners are responsible for water supply and wastewater network maintenance. This includes anything on your side of the meter up to the connection with our wastewater branch (usually inside the property boundary). Please refer to our customer charter and terms, called Working with you, for further details.
Landlords
If you own a separately metered rental property, you are responsible for payment of water and wastewater charges regardless of any agreement you may have with the tenant. To read more about charges, please see our water and wastewater charges page.

첨언하면 원래는 Council rate에 포함되어 있었던건데 이번에 watercare로 이관된 겁니다.
