차 받고 도망간 키위 운전자 신고방법이요

1번국도에서 시티쪽으로 향하던중에
어느 키위 노인이 뒷트렁크를 받았습니다.
제 얘긴아니구요 저희 시부모님 일인데,
그 노인이 자기는 글을 쓸줄모른다며 전화번호만 적어주고
달아났다고 하는거예요.
알아보니 그 노인은 나라에서 수당을 받는 노인이어서
전화통화후 한달에 50불씩 갚겠다고 했다더라구요.
차 수리비가 총 2000불정도 든다고 하는데,,
경찰에 신고해도 소용이 없구요.
소송들어가야하나요? 어떤식으로 들어가야하는지요.
뉴질랜드 시민권자인데 더욱 현명한 방법이 있다면

키위한테 돈을 받아내는건 자동차 보험회사에서 알아서 할일이 아닌가요?
사고경위서 작성하면 이런경우 남이 뒤에서 받았기때문에 100프로 상대방 과실로 인정해줍니다.
만약 시부모님이 보험에 안들어 있다면 그 노인을 상대로 소액약식재판을 청구해야 합니다.
